TIME ANALYSIS:
This texts has been divided into several parts, the first we will analyze is the introduction. There I have found several marks of verb tenses, many time references (such as dates themselves), etc.
But it would be easier to have the literal work here to see it, so under this lines you will find the texts separated into different pieces, as it appears in the webpage, followed by the explanation of the time references that i could find.
Brutal Myths.
We can't find any time reference in the title of the text (unless we consider that from the word "myths" we are albe to know that the text is going to talk to us about the past, but maybe it can do it in present...
Getting througth the link, you appear on the following window, it firstly asks " Are women guilty daughters of Eve?".  We can find that this sentence has been written in present, maybe because it is a fact that is always staying by the same way...
All the texts that appear in this first part bring us back to the Genesis.
Traditionally, the composition of this book has been attached to Moses, if this was true, we should date this book  over the XVth century before Christ.
The following sentence that appears here, "She took the fruit thereof and did eat and she gave also unto her husband." talks about  a past event, actually, it is a text thet takes us back to the original sin.. We would date this event in the rising of the times, the creation...
In "I will increase your labour and your groaning, And in a labour you shall bear children. You shall be eager for your husband, And he shall be your master."  we can find the presence of future verb tenses such as in "I will increase", "you shall bear", "you shall be" and "he shall be",  this are some kind of pieces of advice or orders. As this text is taken as well from the Genesis, we must say that it should be placed in the past, (talking about real time), but if we took in consideration the intertextual references, we must say that it talks in future...
"Because thou has harkened unto the voice of thy wife,
And hast eaten of the tree...;
In toil shalt thou eat of it all the days of thy life." Genesis 3:17
 In this piece of text past tenses are also used, as well as archaic English vocabulary, for exemple "thou" or "thy"...
 
THE GARDEN OF THE HERBAL EVIL.
"Thorns also and thistles shall it bring forth to thee,
And thou shall eat the herb of the field." Genesis 3:18
Once again, we can find a reference to the Genesis, the last one in this hypertext. As in the previous text, there also appear archaic English words.
Man toiled in the field thereafter in anger and resentment against the woman who gave him of the tree. His bitter sweat seasoned the herbs he planted and he fed himself of his own Misery.
In this text everything appears in past. Some exaples of this are "gave", "planted", etc... there's also a correlation in time, the planting happens before the woman gives him the herbs, after thar, he eats them.
XVth century Europe had been plagued with years of religious and civil wars. Resentment of the dangerous woman reached its peak in gruesome witch trials. Pope Innocent VIII denounced an epidemic of Demonology, a contagious infection spread through Bitter Herbs.
This text is also written in past tenses, moreover, it talks about XVth century, what means that what the text tells happened 6 centuries ago.
In 1487 Innocent VIII endorsed the Malleus Maleficarum: The Hammer of Witches, a witch-hunting manual written by two Inquisition monks. It accused women of destroying men by planting Bitter Herbs throughout the field.
The field soon became a Garden of Herbal Evil where Bitter Herbs germinated Brutal Myths about women in the hearts of men.
The date that appears in the text is 1487, and the verb tenses are still in past. We can find a relation between the actions, defining the planting of the bitter herbs as the first one, secondly, the destruction of the men, then the writting of the book, and finally, the pope endorsed this book.
Then it says that suddenly it became a garden of miths, that is also a past action.
THE HERBS AND METHODS:
in "Even the methods by which the herbs infect with witchcraft the venereal act and the conception of the womb as proclamed by pope Innocent viii and the maleus infectare", is used present simple, because it is something that happened in the past, but remains this way.
In the following statements, present is used as they refer to sotething that never changes, they're always true statemets.
Then the page allows us now to follow different paths, choosing among the different kind of herbs used by the presumpt witches.
It says, in present, that "Tormentil loves shadow places", and that "Tormentil rather lieth down upon the ground ", because they are permanent facts that never change.
Tormentil germinates the Myth that women are sexually voracious.
(that is also written in present as long as it is suposed to be a true, a never changing statement.)
"All witchcraft comes from carnal lust which in women is unsatiable" Malleus Maleficarum
Whith the sentence above happens the same as with the title of the part of the text, it is in present because time doesn't affect this kind of afirmations. That is supposed to be the same way nevermind how much time has passed from its written production, even if it was written centuries ago, but nowadays, people don't believe this things, so those statements have became at least ambiguous.
"Tormentil is used against the pestilence of lust " another statement that will stay the same beyond the time...
MUTILATION RESPONSE TO MYTH
THE CHASTITY BELT
"A barbaric custom became an erotic object for men." This sentence is obviously written in past, as the verb tense shows.
"Tormentil is used to resist putrification " Another "always happening fact", also in present.
AFECTED FUNCTION
Sexual Intercourse
"Impeded or enforced but taken away from her. Rape and sexual violence became a punishment for women's sexuality, her sexual freedom, her promiscuity." We can see marks of the past in the verbs, such as taken and became.
"Tormentil stops spitting and pissing blood " this is in present, the same as the facts before.
"In 1836 the body of Sarah Jewett, a prostitute, was discovered dead. She had been struck on the head by a hatchet. It was a murder that gripped New York City because of sex, money power, position and class. In spite of strong circumstantial evidence: his cloak in the brothel and the hatchet in his back yard, the jury freed Richard P. Robinson after 10 minutes of deliberation. " In this textt, a year is given, 1836, and past verb tenses are used, so it is obviously a text in the past.
CURRENT MUTILATION -The "current" word specifies that what is gonna be told is something that happens now.
MURDER STALKS SAN FRANCISCO PROSTITUTES
"Kimberly Bragg lies in a coma, watched over by her parents. She was beaten and left for dead." It is talking about a present acction, that happens because something in the past happened before.
"In 1949, the U.N. passed a convention paper that called for the decriminalization of prostitution and the enforcement of law against those who exploit women and children in prostitution. The paper was read in the U.U. General Assambly by Eleanor Roosvelt and was ratified by more than 50 countries, but not the United States." This whole text makes a reference of something that took place in a relatively near past, And there, we can see the correlation of the actions. Firstly the paper was written, then read and eventually voted. It also give us the year where it all happened.
"Mary Powers accused Judge James L. Stevens of sexual harassment saying he handed her an "over-ripe" penis-shaped zucchini and fired her without cause." This as the one before, is a near past action, we can guess it because this text comes with a picture, and because Mary Powers, the woman who was fired was actually working out of home.
All the pieces of text that appear from the first until the "Afected Function" part of the hemlock, are facts written in present as they are supposed to be always the same way.
For exemple:
"Hemlock is almost like the stems of dragons "
"Hemlock grows in shadows near ditches "
or "When a woman thinks alone she thinks evil"
The following part, the one titled "Afected Function. Altered or repressed thinking" uses again a past reference.
 In Current mutilation we can find again a reference to the near past. Actually it talks about Woody Allen and his ex-wife.
